BOOKRUNNING SENIOR MANAGER

On Wednesday, October 21, 2026, Siebert Williams Shank served as book-running senior manager for Harris County, Texas' (the "County") $350,720,000 Toll Road First Lien Revenue Refunding Bonds, Series 2026A (the "Bonds").
Harris County, through the Harris County Toll Road Authority, operates a 103-mile toll road system in the greater Houston area.
Proceeds of the Bonds refunded the County's outstanding Toll Road Senior Lien Revenue Refunding Bonds, Series 2016A for debt service savings.
In the weeks leading up to the sale, the municipal market remained volatile amid conflict in the Middle East and inflation concerns. The Bonds were originally scheduled to price on Thursday, October 22nd, but, with the market tone improving and strong investor feedback, the working group chose to accelerate the bond sale by a day. The County’s prudent timing helped the Bonds price in a favorable market and secure significant savings.
Siebert Williams Shank is proud to have partnered with Harris County to deliver meaningful savings for the toll road system and the drivers who rely on it.
